Delia is a progressive Democrat rooted in community values that center people and our collective power. She is an unapologetic fighter who has dedicated her entire career to fight tirelessly for solutions to complex issues like housing, healthcare, and education. Her campaign is people-funded, people-centered, refusing to accept corporate contributions.
Delia was born to a working-class Guatemalan family in Humboldt Park. At 21, her mom crossed the border pregnant with Delia with the hopes of reuniting with Delia’s dad and seeking a better life for their new family. Despite working multiple jobs, her parents were unable to afford market-rate housing and thus, they lived in informal supportive housing provided by their church, the Humboldt Park United Methodist Church, who had started an outreach ministry. Delia’s family lived there until she was seven years old and her parents were able to save enough to purchase a home of their own. This church, with services to those experiencing homelessness, is where Delia grew up. This is where her commitment to service was born and where her passion for social justice began.
Her family and her faith has rooted her in the values of service, community, and perseverance. She has centered her work in the community that supported her as a child and recruited her to run for the Illinois General Assembly. In 2018, Delia was elected as State Representative for the 4th House District of Illinois. Since then, she has successfully passed legislation expanding Medicaid coverage to senior citizens regardless of immigration status, securing over $450 million to build affordable housing, protecting abortion rights, and creating an elected school board in the City of Chicago. She is the co-founder of the Illinois House Progressive Caucus and now serves as Assistant Majority Leader.
Before running for office, Delia was the founding Executive Director of the Center for Changing Lives, deputy director for Community Renewal Society, Board Chair for both the Latin United Community Housing Association (LUCHA) and Logan Square Neighborhood Association (LSNA) and the co-founder of the Chicago Justice for Our Neighbors (JFON) Immigration Legal Aid clinic.
Delia is a graduate of Northeastern Illinois University and lives in Chicago with her husband Boris and their golden retriever Lola.
